What would change this? A compatible meter/utility record for actual energy would replace the utilization scenario.
Public Red Team rule: A challenge does not overwrite the record. Competing evidence enters review/quarantine, is checked against provenance, units, geography, period and system boundary, then is either rejected, retained as competing evidence, or used to correct/supersede the calculation with audit history preserved.
