Guard: a permit, well, pipe, annual cap, water right or utility agreement is not actual use. A power contract is not measured load. UNKNOWN is preserved.

These stages are not summed and are not interchangeable. Cooling/heat is separately classified as design, reported operation, measured operation or modeled attribution.
