Dual-state variable doctrine

Keep the model useful. Keep chasing the fact.

DIRECT EVIDENCE and ANALYTICAL INPUT are separate states.

If a site-specific variable is unresolved, NRW may display a qualified MODELED* value or range only after comparator, formula, uncertainty and sensitivity gates pass. The underlying direct-evidence task remains open.

MODELED* never means “done.” When stronger evidence arrives, the avionics supersedes the estimate, recalculates dependent outputs and preserves the prior receipt.
