NRW documents material evidence gaps, who is believed to hold the record, why it matters, and—only after verification—the exact acquisition history. No party or organization gets special treatment. The record gets the last word.
We expect to be challenged.
We do not protect conclusions. We protect the integrity of the process. Verified requests, follow-ups, responses and resolutions remain timestamped and auditable.

Anyone can send evidence. Nobody can bypass validation.
Document, dataset, permit, correspondence, photograph or better locator.
Show competing evidence or a calculation and identify the proposition being challenged.
Missing source, changed page, inaccessible record or incorrect custodian.
Identity can be confidential. Evidence cannot be exempt from scrutiny.
Serious evidence is welcome. Noise gets filtered out.
A submission is not a fact merely because someone sent it to NRW. Incoming material is quarantined from the Fact Registry until applicable validation gates pass.
Anonymous sources can point NRW toward evidence. They do not lower our evidence standard.
This is not a wall of shame.
A missing record does not automatically establish obstruction. It may not exist, may be held elsewhere, may not be legally public, may fall under an exemption, or may simply not yet have been located. NRW displays documented acquisition history and disposition without converting absence into accusation.
