The team is allowed to disagree.

Example: Watt may establish that a project is associated with grid expansion. Ledger may find that residential cost allocation remains UNKNOWN. Proof then blocks the stronger claim that the project caused a residential rate increase. RAP shows that boundary instead of forcing agreement.
