Comparison is context, not equivalence. RAP will not say a data center “equals” a factory, farm or city merely because one resource number happens to match.

Watt + Atlas + Proof will reconstruct large-load development pressure by year: request count, requested MW, median/maximum MW, cumulative MW, withdrawn/cancelled, constructed, energized and measured.
OPEN HYPOTHESIS: We are not yet publishing the claim that the most recent five years exceed the previous twenty. It must first survive authoritative queue reconstruction and a stable definition of “large-load request.”
Community value/resource ratios
When authoritative inputs exist, Ledger will calculate MW/job, net gallons/job, acres/job, documented incentives/job, taxable value/job and capital investment/job.
A ratio is not a judgment about whether a project is good or bad.
Audit the math
Production calculations will also expose evidence class, maturity, geography, period, source locator/Evidence ID, assumptions, uncertainty and Red-Team status for every input.
