Neutrality rule: We do not tell visitors whether a deal is good, bad, generous, necessary, wasteful, secretive or justified. We show what the official records establish, what they do not establish, and where the documentary chain is incomplete.

HOW TO READ THESE RECORDS

Agreement value is not actual spending. A capital-investment obligation is not completed investment. An infrastructure reimbursement ceiling is not proof the full amount was paid. A water-main application is not measured facility consumption. A confidentiality provision is not evidence of wrongdoing. Where actual performance or payment records are missing, we say so.

STAGING. Public records shown here are a factual layer. Internal investigative methods may use entity matching, timeline analysis and cross-agency searches to find records, but those methods do not become public facts unless the documentary bridge is verified.
